It’s the Summer of Love— 1999 — and stoner Willy Nilly is just trying to make enough money to make it to visit his long-distance girlfriend Shannana in Edmonton, so he starts whipping up batches of his Silly Chili, sure to bring the giggles and the tee-hee’s to his small fictional town of Bubrock, Quebec. His buddy Cole Slaw and their dog Muncharinos comes along for this meandering goofy ride.
